Claim · G-065

David Grusch: Calls for releasing from nondisclosure agreements (NDAs) those who have information on UAP and for granting them immunity, arguing that other witnesses fear retaliation; on September 30, 2026, on Joe Rogan's show, he proposed an amnesty with use immunity.

David Grusch · Jun 9, 2026 · Press conference at the Capitol with Reps. Luna, Burlison, Moskowitz, Burchett and Perry (not a hearing) (Press conference)

Disclosure process

Hypothesis or opinion

It is a proposal and not a verifiable claim, and the NDA waiver later came in a limited form (see “In support”).

In support
In July 2026, a presidential directive ordered the waiver of NDAs for current or former employees and contractors who speak with designated officials of AARO or PURSUE; according to the sources it is not a declassification and, according to Burlison, it is unclear whether it applies to testimony before Congress. On September 14, 2026, the Department of War issued a waiver for those who report to PURSUE representatives: it relieves them of certain civil and administrative penalties provided for by nondisclosure agreements, but does not authorize public disclosures or declassify information.
