Provenance disputed: the copy is the one in the hearing record (the transcript records the entry of the 12-page document “without objection”), but author, provenance and content are not verified and the DoD denies the existence of a program by that name.
- What it contains
- A report of about 12 pages on an alleged unacknowledged special access program, “Immaculate Constellation,” which allegedly collects imagery and data on UAP while keeping them outside congressional oversight; at the hearing Mace presented it as an original Pentagon document. In 2025 Matthew Brown stated that he was the author of the report.
- What it shows and what it does not
- It proves that the text is in the House's official record, not that the program exists: the author is not identified in the transcript and the Pentagon has stated that it has no trace of any program by that name (S-036). It serves as a reference for the entries on Immaculate Constellation (T-066, T-076).
- How it came to light
- Submitted by Michael Shellenberger and entered into the record of the hearing of November 13, 2024 (the transcript's index attributes it to Rep. Nancy Mace). Omega Click covered it in the video of November 25, 2024 (known only from its title) and referred to it on August 24, 2026 as a “12-page document entered into the record of Congress.”
