The text enacted in the National Defense Authorization Act for Fiscal Year 2024: the collection of UAP records at the National Archives
National Defense Authorization Act for Fiscal Year 2024 – conference text, Subtitle C «Unidentified Anomalous Phenomena» (secs. 1841–1843)
United States Congress – House–Senate conference on the National Defense Authorization Act for Fiscal Year 2024 (NDAA) · Dec 6, 2023 · USA · Law
Original available
Excerpt of the conference text read in The Black Vault's copy; it matches the description on the National Archives FAQ page, which points to the enrolled bill on congress.gov and cites the codification at 44 U.S.C. 2107 note.
- What it contains
- Sections 1841–1843 require the National Archives (NARA) to create a collection with copies of all government, government-provided or government-funded records relating to UAP, technologies of unknown origin and non-human intelligence, and set out the review, transmission and grounds for postponing publication. It is what remains of the UAP Disclosure Act: the conference text eliminated the review board appointed by the president and the taking of federal custody of recovered technologies held by private parties.
- What it shows and what it does not
- It documents that Congress created a permanent channel for UAP records, today Record Group 615 at the National Archives, but without the powers that the sponsors considered decisive. It says nothing about the existence of non-human materials: the law requires records to be transferred, whatever they contain.
- How it came to light
- Pages of the text agreed in conference, dated December 6, 2023 and hosted by The Black Vault; the final text is that of the enrolled bill (H.R. 2670) on congress.gov.
