Chuck Schumer: Schumer and Rounds introduced the UAP Disclosure Act as an amendment to the 2024 Defense budget, modeled on the President John F. Kennedy Assassination Records Collection Act, with an independent review board and eminent domain over recovered materials held by private parties.
Chuck Schumer · Jul 14, 2023 · Senate press release, with Sen. Mike Rounds
Partly kept
The law passed only in reduced form: the collection of documents at the National Archives survived, while the review board and eminent domain were dropped. Rounds called it only a beginning, Grusch the worst legislative failure in United States history; the full version was blocked or watered down in 2024 and 2025 as well.
