- What it contains
- The press release presents the UAP Disclosure Act, modeled on the 1992 President John F. Kennedy Assassination Records Collection Act. According to the available summaries, the proposal provided for a presumption of immediate disclosure of UAP records, an independent review board, the expropriation (“eminent domain”) of “technologies of unknown origin” and biological evidence in private hands, and full disclosure within 25 years, unless postponed by the president. Schumer presented it as the continuation of Harry Reid's commitment.
- What it shows and what it does not
- It documents what the sponsors wanted to achieve, including federal custody of any recovered materials held by private parties. A bill does not prove that such materials exist; most of the measures were removed from the text approved in December 2023.
- How it came to light
- Press release published on the Senate Democrats' website on July 14, 2023, when the UAP Disclosure Act was introduced as an amendment to the National Defense Authorization Act for Fiscal Year 2024 (NDAA).
