A “Legacy Program” exists, that is, a set of “legacy” programs that for about eighty years has been retrieving and hiding craft and evidence of non-human intelligence.
Circular sources
- First attestation
- Jun 5, 2023 · David Grusch, The Debrief (statements cleared by DOPSR on April 4 and 6, 2023). Speaks of “legacy programs” on UFOs hidden for a long time in several agencies inside normal special access programs, without adequate information to oversight bodies. In the same article Karl Nell speaks of an underground race that has lasted eighty years. First documented attestation in the sources consulted; it has not been verified whether the term was used in public before 2023.
- Who picked it up
- Jun 5, 2023 · Karl Nell: Places the race to reverse engineering described by Grusch within the last eighty years. Opinion or hypothesis (source given: No source indicated)
- Jul 14, 2023 · Chuck Schumer: According to the analyst Justin Snead, the text of the amendment introduced in the Senate contained a reference to “legacy programs,” which AARO, then headed by Kirkpatrick, recommended removing in a revised version. Based on documents (source given: None: it is a legislative text; the 2023 text was not consulted directly)
- Jul 26, 2023 · Tim Burchett: At the hearing he asks Grusch whether he knows of people injured while working on “legacy” UAP reverse engineering; the term thus enters the congressional record. Opinion or hypothesis (source given: None: it is a question)
- Aug 20, 2024 · Luis Elizondo: In the book “Imminent” he writes that he learned that the broader program is called the “Legacy Program” and involves parts of the government and defense contractors; he speaks of eighty years, perhaps more, of official denials. Hearsay (source given: What he learned from others, with no sources named)
- Nov 13, 2024 · Tim Burchett: Enters into the hearing record documents on “legacy UAP programs” and on psychological operations, thanking Corbell for providing them. Based on documents (source given: Documents provided by Jeremy Corbell, whose content has not been examined)
- Dec 19, 2024 · Luis Elizondo: Writes that he was informed that after September 11 the government greatly reduced its “legacy” efforts on UAP for budgetary reasons. Hearsay (source given: Information received, source not indicated)
- Mar 9, 2025 · Luis Elizondo: In the documentary “The Age of Disclosure,” narrated and co-produced by Elizondo, they maintain that they discovered a “Legacy Program” that has been hiding evidence of extraterrestrial intelligence for over 80 years; Davis speaks of 80 years of data unknown to the public. Hearsay (source given: Classified data to which they say they had access, not shown)
- Jul 29, 2025 · Chuck Schumer: Amendment SA 3111 (UAP Disclosure Act 2025) defines “legacy program” as any public or private activity, predating the law, to collect or reverse engineer “technologies of unknown origin” or to examine biological evidence of non-human intelligence. Based on documents (source given: None: it is a legislative definition, not a finding)
- Jun 2026 · Luis Elizondo: According to Coulthart, Elizondo tells Chris Cuomo that he never claimed to be part of the “legacy program”; Coulthart instead maintains that he had a counterintelligence role in it. Hearsay (source given: Statement reported second-hand)
- Oct 13, 2026 · Jay Stratton: On Fox News he attributes to a person whom he believes to be involved in the “legacy program,” which he also calls the “hidden hand,” the dissuading of some witnesses from reporting. Hearsay (source given: Not indicated)
- Analysis
- The label circulates within a small network: Grusch and Nell in 2023, Elizondo in 2024, Elizondo, Puthoff and Davis in the 2025 film narrated by Elizondo and also produced by Stratton, Stratton in 2026 (edges hal-puthoff → luis-elizondo “colleague,” luis-elizondo → eric-davis “media,” jay-stratton → luis-elizondo “colleague,” karl-nell → david-grusch “guarantor”). The figure of eighty years does not point to a source: it coincides with the count from the 1940s, that is, from Roswell, and is repeated by Nell, Elizondo, Davis and the film (inference). In 2025 the term entered as a definition in a bill, but a legislative definition does not attest to the existence of a program; Kirkpatrick maintains, without naming names, that the same group helped write legislative texts. No official document consulted uses “Legacy Program” as the name of a program, AARO writes that the programs indicated by the interviewees are not UAP reverse-engineering programs, and in 2026, according to Coulthart, Elizondo distanced himself from his own role. To verify it, an archival document with that name or an identifiable origin of the label would be needed.
