Official position · S-032

The first volume of the historical report concludes that no government investigation has confirmed that a UAP sighting represented extraterrestrial technology, that the claims about people, places, tests and documents linked to reverse engineering are inaccurate, and that there is no evidence of classified programs not reported to Congress. It adds that an intelligence controlled access program, extended in 2021 to UAP reverse engineering, never recovered or analyzed any craft, attributes the allegations to circular reporting from a group linked to AAWSAP/AATIP, and cites Project Mogul, Gambit and U-2 among the sources of misinterpreted sightings.

Legacy program and recoveries

What it denies and what it leaves open

It is a finding of absence of evidence “to date”: the report does not claim to have examined every special access program and does not assess the witnesses who refused to cooperate. A second volume, announced for late 2025, does not appear to have been published as of October 31, 2026.

Original words
has not discovered any empirical evidence that any sighting of a UAP represented off-world technology
Who disputes it
Elizondo called it intentionally dishonest, inaccurate and dangerously misleading; Christopher Mellon observes that many witnesses did not trust AARO, and The Debrief pointed out factual errors in it, such as Reid's home state and the name and date of the Battelle study.
