Former naval intelligence official; led the UAP Task Force

2017– · Former officials and military · Witness

A former naval intelligence official with more than 32 years of service, he led the UAP Task Force, established in 2020, and appeared in the TV series “The Secret of Skinwalker Ranch.” In the documentary “The Age of Disclosure,” of which he is executive producer with Elizondo, he claims to have seen non-human craft and beings with his own eyes and compares the race for reverse engineering to the Manhattan Project. In October 2026 he published the book “Out of the Shadows” and repeated his claims on Fox News.

Key claims
  • Claims to have personally seen non-human craft and beings.
  • Maintains that both the defense industry and the government possess craft of non-human origin and that China and Russia are working on reverse-engineering them (Fox News, October 2026).
  • Says he has been briefing Congress since 2007, starting with Senator Harry Reid.
Controversies
  • According to Art Levine, he did not dispute being portrayed as “Axelrod” in the book by Lacatski, Kelleher and Knapp.
  • The dates of his tenure leading the UAPTF reported by Wikipedia (2017-2022) do not match the establishment of the task force in 2020.
  • In a television interview a critic's objection was put to him: if it is all true, why put it in a book for sale?
Today
In October 2026 he published “Out of the Shadows” and reiterated his claims on Fox News; in July Ross Coulthart had called for an amnesty on nondisclosure agreements for him as well.
