What it contains
The Congressional Record reports the text of amendment 3111, submitted by Chuck Schumer, also on behalf of Mike Rounds and Kirsten Gillibrand, to bill S. 2296, the National Defense Authorization Act for Fiscal Year 2026, and “ordered to lie on the table.” Under the short title “Unidentified Anomalous Phenomena Disclosure Act of 2025” it re-proposes the collection of records, a review board, a plan for controlled disclosure and the power of eminent domain over recovered materials.
What it shows and what it does not
It documents the text that the Senate had before it in 2025; the amendment did not enter the National Defense Authorization Act for Fiscal Year 2026 (PL 119-60). Like any bill, it does not prove the existence of the materials whose custody it provides for.
How it came to light
Published in the Senate's Congressional Record on congress.gov.
