His role in the “legacy program”

Luis Elizondo

Weight: Substantial

First version
Nov 13, 2024 · At the hearing, asked whether he had been granted access to the secret retrieval programs, he answers that it should be discussed in a closed session and cites a document that prohibits him from discussing retrievals; he recounts having sought a Mattis memorandum for the transfer of the material and, in the written answers, having visited the Patuxent River hangar intended to hold it; in 2025 he is the narrator of The Age of Disclosure, which presents the Legacy Program as a fact. Transcript of the hearing “Unidentified Anomalous Phenomena: Exposing the Truth”, House of Representatives, November 13, 2024
Second version
Jun 2026 · According to Ross Coulthart, he tells Chris Cuomo (NewsNation) that he never claimed to have been part of the legacy program. Ross Coulthart, Reality Check – transcript of the episode of July 1, 2026
Analysis
Literally, the two positions are compatible: in none of the sources consulted does Elizondo explicitly state that he was part of the program, and the refusal to confirm or deny is consistent with the secrecy obligations he invokes. The tension concerns the overall impression created by his statements and the account of an ally: Coulthart maintains that he was a counterintelligence officer of the legacy program and described him as the front man for an effort to limit information to the public; a NewsNation headline (text not consulted) says he neither confirms nor denies having taken part in secrecy activities; in June 2026, to Liberation Times, he said he hoped never to have to tell his own story, if the administration acts properly. The 2026 statement is known only secondhand.
