GENADMIN Joint Staff J3 Washington DC 191452ZMAY23 – Unidentified Anomalous Phenomena Reporting and Material Disposition
Joint Chiefs of Staff – Joint Staff J3 (Operations), J36 Homeland Defense Division · May 19, 2023 · USA · Memorandum
Original available
PDF of the FOIA release (with the DoD's response letter) downloaded from The Black Vault and read on November 1, 2026. The DoD's FOIA reading room lists a file titled “24-F-0067-UAP_JS_GENADMIN,” which cannot be downloaded automatically (error 403): presumably the same message, not compared.
- What it contains
- An order to all commands (9 pages; 13 in the FOIA package): it defines space, air, sea and transmedium UAP, requires reports within 96 hours (12 hours in case of engagement), notification to counterintelligence within 24 hours and the transfer of UAP objects and materials to AARO within 30 days, in compliance with the rules on transporting hazardous materials; identifiable, non-anomalous foreign material remains the responsibility of the Foreign Materiel Program.
- What it shows and what it does not
- It shows that since 2023 a formal military procedure has existed for recovering any UAP material and handing it over to AARO: it is the official channel that, according to AARO, has so far produced no material of non-human origin (S-046). It neither proves nor refutes the retrieval programs described by Grusch and Elizondo, because it concerns current events and not alleged historical programs. The details reported by Omega Click (categories, 24 hours, 30 days) match the text, but the document has been public since March 2024 and does not contain the comparison with unconventional weapons added in the article.
- How it came to light
- A controlled-distribution (CUI) message obtained via FOIA by Douglas Dean Johnson (request 23-F-1429, response of March 15, 2024) and published by The Black Vault on March 19, 2024. Omega Click described it in its article of April 11, 2026 and in its video of October 22, 2026, but as a “classified” document not accessible to the public.
