- What it contains
- A 28-page Air Materiel Command file on “flying discs” (August–December 1947). At its center is the letter of September 23, 1947 in which Twining expresses the opinion that the phenomenon is real and not imaginary, describes its typical characteristics and recommends a dedicated study, from which Project SIGN would emerge; among the considerations he lists a possible secret U.S. project, a foreign form of propulsion and the lack of physical evidence.
- What it shows and what it does not
- The text, written two and a half months after Roswell, lists among the points to consider “The lack of physical evidence in the shape of crash recovered exhibits”: it is a document from the period that does not support the idea that in September 1947 the Air Force had a craft or recovered bodies (G-019, E-027, T-003). It does not make it possible to rule out more secret programs the author may not have known about, and it contains nothing about non-human intelligence.
- How it came to light
- Document known for decades (analyzed, for example, by the Skeptical Inquirer in 2020), republished in the first PURSUE series (May 8, 2026). Omega Click cited it in the videos of May 11, 2026 (“the 1947 documents signed by General Twining, the year of Roswell”) and August 10, 2026.
