A U.S. Navy senior chief (operations specialist) on active duty. On September 9, 2025 he testified under oath, in a personal capacity, before the House task force on declassification, together with Dylan Borland, Jeffrey Nuccetelli and George Knapp: he described the February 15, 2023 sighting from the USS Jackson, off California, of a luminous “Tic Tac”-shaped object that in his judgment came out of the ocean and joined three other similar objects, captured by the ship's thermal sensor.
