Official position · S-014
Wilson called the “Core Secrets” notes pure fiction, including in a 2020 email to Ross Coulthart, denied that the meeting with Davis ever took place and said he would not recognize him if he walked into the room; he said he was willing to testify before Congress without a subpoena or immunity. As early as 2008, to journalist Billy Cox, who asked him whether he had ever been denied access to a program, he had answered “never.”

What it denies and what it leaves open
It denies the meeting with Davis and the content of the notes; it is the personal statement of a former official, not an official position. No government agency has authenticated or refuted the document, which entered the record of a House hearing in 2022 without any guarantee of its veracity.
- Who disputes it
- Christopher Mellon, who in 2022 identified Davis as the author, maintains their authenticity, and supporters note that some organizational details are corroborated in public documents. Davis replied “no comment” and in 2024 said that the notes come from the estate of Edgar Mitchell, without formally acknowledging authorship.
