The DIA prepares for the meeting with Reid: no basis for a special access program

Readahead – DIA visit with Senator Harry Reid, 19 Nov 09

Defense Intelligence Agency (DIA) · Nov 2009 · USA · Memorandum

Original available

4-page PDF, with redacted portions, read in The Black Vault's copy of the DIA's FOIA release; the DocumentCloud copy blocks automated requests. The document is undated: the month is inferred from the November 19, 2009 meeting and from the November 13 info memo that it summarizes.

What it contains
A preparatory document for the November 19, 2009 meeting between the DIA and Senator Reid, summarizing the info memo signed on November 13 in response to his request. The DIA writes that it finds no “sufficient grounds” in DoD regulations for a restricted SAP: the products of the contract, which it calls the Advanced Aerospace Weapon System Application Program and which Reid calls AATIP, do not meet the criteria of DoD regulation 5200.1-R. It adds that the eleven reports of the first year had been judged positively by outside experts and that after fiscal year 2010, when the contract expires, the work should be handed to the competent DoD organization.
What it shows and what it does not
It shows that the DIA's documented assessment was against the SAP and that for the DIA the program was called AAWSAP, while AATIP was the name used by Reid. It does not show that the reports were worthless, given that the outside reviews were positive, and it does not document Deputy Secretary Lynn's final decision, which has not been published.
How it came to light
