The DD 1910 form with which Elizondo submitted the three Navy videos to DOPSR review

DD Form 1910, Clearance Request for Public Release of Department of Defense Information – «Gofast», «Gimble», «FLIR» (FOIA 18-F-0644)

Department of Defense – Defense Office of Prepublication and Security Review (DOPSR) · Aug 24, 2017 · USA · FOIA release

Original available

PDF read in The Black Vault's copy of the official FOIA response; on May 2, 2019 the Pentagon confirmed the form's authenticity to The Black Vault.

What it contains
It is the request for authorization to release the video files “Gofast,” “Gimble” and “FLIR,” on the subject “UAV, Balloons, and other UAS,” signed by Elizondo as director of the National Programs Special Management Staff of OUSD(I). In the field on intended use he indicates “Not for publication,” research and analysis only and sharing with other government agencies and with industry, in order to build a database on the threats posed by unmanned systems. The form bears the DOPSR stamp “Cleared for open publication” dated August 24, 2017; the attached emails date the request to August 9, 2017.
What it shows and what it does not
It documents that it was Elizondo who requested the authorization and that the request declared a non-public use, while the stamp authorizes publication: this is the crux of the inconsistency over how the videos reached TTSA and the New York Times. In 2019 the Pentagon said that only a limited distribution was requested and approved and that TTSA and the Times were not authorized to release them, and in the FY2025 report AARO speaks of an unauthorized release of the “Go Fast” video. The form alone does not say who handed the videos to the media.
How it came to light
Obtained by The Black Vault through FOIA request 18-F-0644, filed on March 12, 2018 and fulfilled in August 2019; a copy with the name redacted had been circulated by KLAS on April 29, 2019.
