The form for the videos: “Not for publication” versus the DoD having released them
Weight: Central to credibility
- First version
- Aug 2017 · The DD Form 1910 that Elizondo submitted to the DOPSR for the three Navy videos gave “UAV, Balloons and other UAS” as the subject and “Not for publication. Research and analysis ONLY” as the purpose, providing for sharing with government and industry partners; in the same month he had asked a Navy civilian for help in declassifying the videos. The Black Vault – dossier on the DD Form 1910 and the DOPSR review of the three Navy videos
- Second version
- Apr 29, 2019 · To KLAS he says that the videos were released by the Department of Defense, that it was the DoD that decided it and that the authorization did not come from him; he will later say that he was surprised that TTSA had them (2021), that they were released after a change to the form that permitted unrestricted distribution (Imminent, 2024) and, under oath, that they were part of AATIP's work (2024). KLAS-TV I-Team (George Knapp) – the Pentagon allegedly released the UFO videos, April 29, 2019
- Analysis
- The DoD (May 2019) confirmed the authenticity of the form and that only limited distribution was approved; the Navy (September 2019) stated that it had not released the videos to the public and had no record of requests for unlimited release; the AFOSI determined that the videos were not classified but that the release authority would not have approved their release to the media had it been informed. Innocent explanations: once it was established that the videos were not classified, Elizondo may have considered their circulation lawful and read the DOPSR approval broadly; it is not proven that he was the one who gave them to TTSA or the New York Times (according to Art Levine it was Christopher Mellon who did) and a version of the FLIR1 video was already circulating in 2007. The gap remains between the purpose stated on the form and the later presentation of the videos as released by the DoD.
