What it contains
A 9-page report on 144 reports from government sources (2004–2021): only one identified with confidence (a large deflating balloon); in 18 incidents, described in 21 reports, unusual movements; in a few cases military aircraft systems processed radio-frequency energy associated with the sightings; the concentration near training and testing areas could be due to a data-collection effect.
What it shows and what it does not
It is the source of S-016 and T-036 and a point of comparison for claims about UAP near military installations (E-038, E-054): the report notes the concentration but attributes it, as a hypothesis, to a data-collection effect. It does not point to a non-human origin. Omega Click overstated its content: according to its videos the report “attests to radio-frequency energy emitted by these objects” and “rules out weather balloons,” whereas the text speaks of energy “associated” with the sightings and processed by the aircraft's systems, and actually identifies a balloon.
How it came to light
Published by the ODNI. Omega Click hosts a copy on its own news site (article of May 27, 2025) and cited it in its videos of June 4, 2026 and July 20, 2026.
