Bound not to speak about retrievals, but writes about them to Congress

Luis Elizondo

Weight: Minor or formal

First version
Nov 13, 2024 · At the hearing he says he signed a document that prohibits him from specifically discussing retrievals of crashed craft and, asked about reverse engineering, repeats that he is not authorized to speak about it in detail. Transcript of the hearing “Unidentified Anomalous Phenomena: Exposing the Truth”, House of Representatives, November 13, 2024
Second version
Dec 19, 2024 · In the written answers for the hearing record he describes episodes of retrieval of craft of non-human origin and of biological samples, material collected in the 1950s, the role of Lockheed Martin, Bigelow and the CIA, and a hangar built to hold it. Elizondo's written responses to Rep. Burlison's questions for the record, December 19, 2024 (copy hosted by the New Paradigm Institute)
Analysis
At the hearing Elizondo explained that the document allowed him to keep saying certain things already said in public, and the written answers are presented as unclassified: the two positions are compatible if the prohibition concerns only classified details, and at the hearing he had already answered “yes” on the existence of the programs. The scope of the prohibition remains unclear, since the document is not public.
