Claim · G-007
David Grusch: Claims that in May 2022, through attorney Charles McCullough III (first Intelligence Community Inspector General), he filed with the ICIG a complaint for “urgent concern” and for retaliation, signed under penalty of perjury. He adds that in July 2022 the ICIG judged it “credible and urgent” and forwarded a summary to Director of National Intelligence Avril Haines and to the congressional intelligence committees.

Partly verified
The existence of the complaint is effectively confirmed by the ICIG's closed-door briefing to the House on his allegations (January 12, 2024) and by his sworn testimony, but the “credible and urgent” determination has never been published and is not a judgment on the merits.
- In support
- Under oath he confirmed the PPD-19 complaint of May 2022; on January 12, 2024, Inspector General Thomas Monheim briefed the House Oversight Committee in closed session on his allegations, and Rep. Jared Moskowitz called it the first real briefing he had received.
- Against or denials
- The ICIG has never made public either the determination or any conclusions on the merits, and the House members present at the briefing gave opposite readings of it (Raja Krishnamoorthi: “I just wasted my time”). By law the Inspector General decides within 14 days whether an “urgent concern” report appears credible: it is the threshold that triggers its transmission to Congress, not a verification of the truth of the allegations.
