- What it contains
- Grusch presents himself as an intelligence officer for 14 years, in the Air Force with the rank of major and from 2021 to 2023 at the NGA as a GS-15 civilian, and says he was a member of the UAP Task Force from 2019 to 2021 as a reservist assigned to the NRO. He claims that he became a whistleblower by filing an “urgent concern” report with the ICIG, that he was informed of a multi-decade program of UAP retrieval and reverse engineering to which he was denied access, and that he suffered retaliation. He specifies that under oath he reports “the facts as I have been told them.”
- What it shows and what it does not
- It documents, in his own words, the nature of the testimony: information received from others, not direct observations, together with his professional chronology. It contains no evidence of the programs described. The 2019 given for the UAP Task Force should be compared with the formal establishment of the task force, announced by the Pentagon in August 2020.
- How it came to light
- Filed by Grusch with the National Security Subcommittee of the Oversight Committee and published in the House document repository; identical copy on the committee's website.
