“Credible and urgent”: what the ICIG's assessment means
Weight: Substantial
- First version
- Jul 2022 · Under the law on “urgent concern” complaints in the intelligence community, the Inspector General must determine within 14 days whether a complaint appears credible and, if so, forward it to the Director, who passes it on to the intelligence committees within 7 days. This is the threshold that Grusch's complaint is said to have cleared in July 2022. Text of the rules on “urgent concern” reports in the intelligence community (PDF copy published by KKC)
- Second version
- Jun 5, 2023 · The article in The Debrief that made his allegations public reports that in July 2022 the ICIG judged his complaint “credible and urgent” and forwarded a summary of it to the Director of National Intelligence and to the congressional committees; the phrase appears alongside the claims about non-human craft and remains. - Analysis
- The point is not a wrong statement by Grusch, but the scope attributed to the wording. The determination, as reported by Grusch and The Debrief and never published by the ICIG, indicates that the complaint passed the initial credibility threshold and concerned a matter considered urgent under the law: read in Grusch's favor, it means that the ICIG deemed it serious enough to forward to Congress. It does not mean that the ICIG established the existence of retrieval programs. After the ICIG's closed briefing to the House (January 12, 2024), lawmakers gave opposite readings of it (Moskowitz called it the first real briefing; Krishnamoorthi said he had only wasted his time), and no conclusion on the merits has been made public. The complaint also concerned retaliation, on which an investigation was open in 2023 with an unknown outcome.
