What it contains
Elizondo writes that UAP are real, that technologies not built by the U.S. government or by other governments monitor sensitive military installations, and that the United States, like some adversaries, possesses UAP technologies, in a secret arms race funded with diverted funds. He says that in his last assignment he managed a special access program on behalf of the White House and the National Security Council, that he was a victim, together with former colleagues, of a culture of repression and intimidation, and that the Pentagon press office employs a psychological operations officer as its sole point of contact on UAP. He proposes a single government official in charge, a national strategy and protections for whistleblowers.
What it shows and what it does not
It documents the claims presented to Congress in the form prepared in advance. It contains no supporting documents or evidence; the details on retrieval programs are deferred to classified settings or to later written answers.
How it came to light
