- What it contains
- A 59-page contract form (solicitation HHM402-08-R-0211 of September 1, 2008) that awards Bigelow Aerospace Advanced Space Studies, LLC a fixed-price contract for a total amount of $21,948,810: $10 million for the first year and $11,948,810 for the option year, allocated among monthly reports, management plans and research reports on the 12 areas, an integrated threat assessment, travel and other costs. The last published modification (P00005, September 28, 2010) extends the activities to December 21, 2010 with no additional funds.
- What it shows and what it does not
- It documents that the roughly $22 million cited by Elizondo corresponds to the contract with Bigelow's company that arose from the AAWSAP solicitation, and that the document never names AATIP: it strengthens the reading that this figure concerns AAWSAP (E-011, I-E-06). It fixes the start date (September 22, 2008, T-018). It does not say what the program produced or who directed it; the published modifications stop at December 2010 and are not enough to establish when the funds ran out (T-022).
- How it came to light
- Published in the sixth PURSUE series (September 18, 2026, file DOW-UAP-D111; modifications P00001–P00005 in files D112–D116). Cited by Omega Click in its video of September 21, 2026.
