The $22 million: to AATIP or to AAWSAP?

Luis Elizondo

Weight: Minor or formal

First version
Jul 2018 · At the MUFON conference he claims that the $22 million went to AATIP. The Black Vault – DoD emails on the 2017 UAP briefings and on Elizondo's role in AATIP, May 28, 2025
Second version
Dec 19, 2024 · In the written answers to Congress he writes that the $22 million funded “AAWSAP/AATIP,” including 37 studies published as DIRDs. Elizondo's written responses to Rep. Burlison's questions for the record, December 19, 2024 (copy hosted by the New Paradigm Institute)
Analysis
The evolution is toward greater precision: the contract documents released in September 2026 indicate a DIA–Bigelow (AAWSAP) contract of about $21.9 million paid between 2008 and 2010, and the DoD's own description of Kona Blue uses the wording “AAWSAP/AATIP.” The Navy's 2019 email, on the other hand, states that Elizondo's work had no funding lines, and the number of DIRDs normally cited is 38. It is more a simplification than a substantive contradiction.
