Claim · E-043
Luis Elizondo: Claims under oath that an aerospace company (Lockheed Martin, according to the written responses) asked to hand over to AAWSAP and Bigelow Aerospace material collected in the 1950s, but the transfer was blocked; completing it required a memorandum from the Secretary of the Air Force that never arrived, so when Mattis became Secretary of Defense, he tried to obtain one from Mattis, and later discussed the matter with company personnel. In the written responses he adds that the executives, who said they possessed recovered “exotic material,” had initially agreed to entrust it to AATIP/AAWSAP.
Luis Elizondo · Nov 13, 2024 · Joint hearing of two subcommittees of the House Oversight Committee, “Unidentified Anomalous Phenomena: Exposing the Truth” (November 13, 2024) – answers to Burlison; taken up again in the written responses of December 19, 2024 (Hearing)
Under oath Hearsay Contractor companies
Unverifiable
The transfer plan is also described by James Lacatski in a statement approved by DOPSR, which, however, does not attest to its truthfulness, while the nature of the material and the blocking of the transfer are not documented, and Elizondo admits he does not know, for lack of direct knowledge, how Lockheed established its non-human origin.
- Original words
there was an aerospace contract company that requested to divest itself of the material
- In support
- Statement by James Lacatski, former director of AAWSAP, approved for publication by DOPSR on September 6, 2023: AAWSAP's $22 million was originally intended to equip Bigelow's facilities in Las Vegas for a UAP material transfer plan proposed by a Lockheed Martin vice president, James Ryder (deceased).
- Against or denials
- AARO (2024) found no evidence of extraterrestrial material and the FY2025 report (July 2026) rejects the claims about possession of recovered material; the 2017 resignation letter addressed to Mattis contains no trace of a request related to the transfer of material (I-E-11).
