The declassified documents on Kona Blue, the program proposed to DHS and never approved

KONA BLUE – documents released by AARO and DHS (History and Origin of KONA BLUE and proposal materials)

AARO (Department of Defense) and Department of Homeland Security · Apr 16, 2024 · USA · Report

Original available

Official AARO/DHS release of April 2024; The Black Vault copy downloaded on November 1, 2026 (58 pages) and AARO's introduction read directly.

What it contains
A 58-page package with AARO's reconstruction and the proposal materials. Kona Blue was a “prospective” special access program proposed to DHS leadership by former AAWSAP/AATIP participants: provisionally established in 2011 by the Under Secretary for Science and Technology, it was rejected six months later by the DHS Deputy Secretary and never received materials or funds. DHS memos established it on July 11, 2011 and ordered its closure on December 12, 2011.
What it shows and what it does not
Confirms that some witnesses described Kona Blue as a compartment to protect the retrieval and exploitation of non-human biologics and that the proposal came from AAWSAP circles (S-034); it also shows that the program was never approved and that, according to AARO, no information exists beyond the submission of the proposal. It does not confirm the existence of non-human biological material (G-028, E-042). Omega Click's 2025 description, according to which the document concerns non-human technologies studied by the DoD, does not match the content.
How it came to light
Declassified and published by AARO/DoD and DHS in April 2024 (copy on The Black Vault). Omega Click covered them in two videos of April 2024, known only from their titles, and in its video of November 12, 2025, where it describes them as a government document that talks about non-human technologies studied by the Department of Defense.
